According to the Hong Kong SAR Government News Release, Li Jiachao signed the "Safeguarding National Security Ordinance" passed by the Legislative Council of the Hong Kong Special Administrative Region on the 22nd in accordance with Article 48, Paragraph 3 of the Hong Kong Basic Law.
Lee Jiachao said that after the "Safeguarding National Security Ordinance" came into effect, it marked that the Hong Kong Special Administrative Region (HKSAR) has finally fulfilled its constitutional responsibility of enacting local legislation to safeguard national security as stipulated in Article 23 of the Hong Kong Basic Law, and "has fulfilled its historical mission and lived up to the trust of the central government and the trust of the country."
He said that the completion of the enactment of Article 23 of the Hong Kong Basic Law is necessary to implement the principle of "one country, two systems" and ensure that the national security of the "one country" in the "one country, two systems" principle is effectively guaranteed and the long-term prosperity and stability of the "two systems" Hong Kong Special Administrative Region (HKSAR) under the "two systems" principle is enacted.
Li Jiachao said: The "Regulations on Safeguarding National Security" will bring about social security, and only with security can there be stability, and only with stability can there be prosperity.
